A systemic response to Tumaco's structural underdevelopment.
Tumaco is Colombia's second-largest Pacific port city — 207,000 inhabitants, 87% Afro-Colombian, with 76.4% multidimensional poverty (nearly 3× the national average). Fewer than 62% of households are grid-connected and less than 60% have reliable potable water, despite 1,900 kWh/m²/year of solar irradiance. ISLTREH is the first integrated territorial platform designed to address these failures simultaneously.
Mission
To create an entirely new territorial economic ecosystem in a post-conflict Pacific community that the market has left behind — climate-positive, inclusive, and replicable across coastal Latin America.
Background
ISLTREH SAS is led by Project Owner and Director Natalia Gongora, operating from Luxembourg with a dedicated Tumaco team. The project spans 300 hectares in Tumaco, Colombia. Implementation runs 2026–2033 across four phases.

4,200 t/yr CO₂e avoided through solar–wind–storage microgrid; 167 MWp solar SPV in Phases 2–3; EU Taxonomy alignment.
REDD+ conservation (EU 30×30)
78 hectares of coastal forest and mangrove protected — 30% of the project area, aligned with the EU 30×30 biodiversity target.
Inclusive local economy
45% female employment target; 240 vocational certifications per year via the on-site training centre; priority hiring of Tumaco residents.
Circular water systems
Solar-powered Río Mira water treatment plant and zero-liquid-discharge greywater recycling targeting 80% reuse at the ecological hotel.
